Employing perspectives of international political economy, taking into account the interactions between political issues affecting a country's foreign policy choices, the author examines Thailand's relations with Vietnam. He highlights factors ("new world order", political and economic changes at the regional level in Southeast Asia and changes at the domestic level in Thailand and Vietnam) contributing to the shift of emphasis in Thai-Vietnamese relations. According to the author, when one discusses leadership succession in Thailand, one is actually talking about the political environment in which new groups compete for political power and influence. In other words, the fundamental issue is not leadership succession per se, but the kind of political system and its practice that is considered legitimate. He looks at emerging patterns of political leadership in the country within the framework of changing political legitimacy. (DÜI-Sen)
